The Public Sector Decarbonisation Scheme has awarded more than £2 billion across more than 900 projects including support for installation of heat pumps to replace end of life gas boilers. 

All too often, however, many of these solutions under-perform against design predictions due to insufficiently well-thought-out engineering design and failure to ensure existing heating installations are made “low carbon heat ready” first.

Evidence from official reporting reveals that under PSDS phase 3a: 

  • 85% of heating installations were not optimised 
  • 70% of installations went ahead without optimisation of distribution systems 
  • 62% of installations did not upgrade BMS controls 

Typically this leads to Performance Gaps in the form of missed carbon savings and higher than necessary energy costs.

CASE STUDY

Newcastle City Council

Scheme:  Academy secondary school – Gas boiler to heat pump upgrade 

Prior to Hysopt modelling:  proposal to install 1MW high temperature heat pumps, capex circa £1.5m 

What did Hysopt modelling prove?

  • Installation of high temperature heat pumps at high flow temps would double energy costs vs existing gas system, due to very poor seasonal efficiency (SCOP <2); 
  • Optimisation of the existing heat distribution system and taking advantage of oversizing in current installation allowed operation at lower flow temperatures, allowing “standard” temperature heat pumps to be installed; 
  • Optimisation of the control strategy could reduce peak demands further still; 
  • Results in lower upfront capex costs (£800k saving) and running costs on a par with existing gas boilers, due to much higher heat pump seasonal efficiency 
  • Cost per tonne CO2 reduced from >£750/tCO2 to <£250/tCO2
